Strength varies by product
Even among products all called "chocolate," the amount of cacao varies greatly. Milk chocolate, dark chocolate, and baking cacao powder differ in what they deliver even in the same amount. Cocoa powder, chocolate ice cream, chocolate-coated snacks — whatever the form, what you want to check is how concentrated the cacao is.
